Arena sizes change to reflect new financial model
1. If you don't know what I am talking about, read the rules (and pay attention)
2. Something uncovered in the rules came up (a tie at a cutoff point). Since the rule wasn't clear, if there is a tie at the cutoff, both (all) teams will default to the higher tier. Since it's win percentage based, and all teams haven't played the same amount of games, normal tie-breakers would not always apply cleaner. (Full disclosure, tie was Calgary-Colorado at 20/21)

Tier 1 (Premier)- full arena capacity
Chicago, Washington, New Jersey, Carolina, NY Islanders, Pittsburgh, Nashville, Detroit, San Jose, Dallas
Tier 2 (Mediocre)- 90% arena capacity
Colorado, St. Louis, Montreal, Vancouver, Calgary, Philadelphia, Tampa, Edmonton, Buffalo, Ottawa, Minnesota
Tier 2 (Struggling)- 80% arena capacity
Columbus, Boston, Arizona, Anaheim, Winnipeg, Los Angeles, Toronto, Florida, NY Rangers,
