We are switching to the standard way waivers work. Reverse standings first, but when you make a claim, you go to the bottom of the list. This differs in that priorly we weren't moving teams to bottom of priority. The intent was to allow poorer teams to get better, but given the widespread tanking, no players are getting through and it's another benefit to those tanking. While we typically don't do changes midseason, we are in this case as it's something we can easily address, and doesn't need reverse transactions.

Moving forward, claim a player, and you go to the bottom of the priority list.
